The Office of Quality and Design (OQD) designs services, develops contracts, monitors internal and external service effectiveness and evaluates qualitative and quantitative data to help shape how and what services have the greatest success in achieving the results for children, youth, families and adults.
This office also oversees ombudsman services, fatality review, conflict case investigations and quality case/quality service reviews to ensures high standards of service. OQD provides objective, accurate data on how well the Division of Child and Family Services (DCFS) and the Division of Juvenile Justice Services (DJJS) are meeting legislative and court requirements by annually conducting the qualitative case review (QCR)—an assessment of services and client outcomes—and the case process review (CPR)—an assessment of compliance to guidelines, state statute and federal law—in each region. When a QCR or CPR indicator falls below standard, a practice improvement plan is implemented and can be found here. This ensures positive outcomes and improved services are a priority for child welfare professionals.
OQD’s qualitative review is one of the best in the country and has helped Utah’s child welfare system become a national leader. Legislators, outside agencies and others across the nation often request to join these reviews to learn from their practices.
